Cambodia, Vietnam Strengthen Ties in High‑Level Video Conference; Aim for $20B Trade

Phnom Penh, Aug. 14, 2025 — In a video conference held Thursday, Samdech Techo Hun Sen, President of the Senate and President of the Cambodian People’s Party, and To Lem, Secretary General of the Communist Party of Vietnam, reaffirmed the two countries’ long-standing partnership and agreed to deepen cooperation across political, economic and legislative lines.

“The good state of Cambodia‑Vietnam relations reflects our shared history of good neighborliness, traditional friendship, and mutual benefit,” Samdech Techo Hun Sen said during the meeting, which he described as evidence of expanding ties “from grassroots initiatives to high‑level diplomatic and legislative engagements.” He highlighted progress in party‑to‑party cooperation as well as strengthened governmental and parliamentary exchanges.

According to Chea Thirith, spokesman for the Cambodian People's Party, emphasized the role of robust bilateral relations in sustaining border stability and regional peace. Hun Sen noted the importance of economic cooperation, citing official trade data showing that bilateral trade reached roughly US$7 billion in the first seven months of 2025, with Cambodia exporting about US$3.8 billion to Vietnam and importing about US$3.2 billion. He said Vietnam remains Cambodia’s third‑largest export market.

Responding to Hun Sen, To Lem expressed appreciation for continuity in leadership and ongoing collaboration between the two countries, citing recent exchanges at multiple levels. He reiterated Vietnam’s commitment to expanding economic links with Cambodia and to facilitating bilateral trade. To Lem said Vietnam aims to help increase two‑way trade to a target of US$20 billion in the near future.

The leaders also discussed upcoming diplomatic engagements. Samdech Techo Hun Sen confirmed he will attend Vietnam’s 80th Independence Day observance on Sept. 2, 2025 — an invitation that To Lem said underscores the resilience of bilateral ties. Both sides signaled interest in using high‑level visits and commemorative events to advance practical cooperation and mutual understanding.
